Code changes:

• Added diff-base coloring and indel display options to hgUserPsl (blat) track for DNA/RNA alignments. (Angie)
• Moved the installation of the liftOver chain file from the net step to the download step so that a test run with -stop net doesn't overwrite anything that affects the browser. (Angie)
• Fixed an overly stringent check in buildTableDescriptions.pl that caused inflexibility in handling the different field signatures of refGene in old vs. new DBs. (Angie)
• Added special pattern matching for caePb DBs in buildTableDescriptions.pl. (Angie)
